Singapore provides various work passes and permits for foreigners seeking employment. Each pass has specific eligibility criteria, so it's important to choose the right one to meet employment standards.
The Immigration People offers expert guidance for three types of work passes:
S Pass, Employment Pass, Personalised Employment Pass, and Overseas Networks & Expertise Pass. These passes allow foreigners to work in Singapore temporarily. Individuals holding these passes and interested in settling in Singapore can later apply for Permanent Residency (PR).
All applications for these work passes must be processed through Singapore’s Ministry of Manpower (MOM).

S Pass Application
The S Pass is aimed at foreign workers with intermediate-level skills, such as associate professionals or technicians who hold qualifications like a degree, diploma, or technical certificate. Common sectors where these skills are typically required include manufacturing, construction, and various service industries.
Eligibility Criteria for S Pass:
- Candidates must have a job offer from a Singapore-based employer.
- They must earn a minimum fixed monthly salary of S$3,000 (S$3,500 for those in financial services as of 2022).
- Applicants must possess suitable educational qualifications and relevant work experience.
Application Process for S Pass:
The application for an S Pass must be handled directly by the Singapore-based employer or an authorized employment agency. These entities are responsible for all aspects of the application, including paperwork submission.
Details on S Pass Application:
Employers face limitations on the number of S Pass holders they can employ:
- For the services sector, the cap is set at up to 10% of the company's total workforce.
- In sectors like construction, manufacturing, marine shipyard, and process industries, the limit is up to 15%.
*Employers can determine their foreign employee quota or perform calculations using the Work Permit Online portal provided by the Ministry of Manpower (MOM).
Employment Pass (EP) Application
The Employment Pass (EP) is designed for professionals with high-level qualifications, such as a good university degree or specialized skills. EP holders typically work in managerial, executive, or specialized positions.
Eligibility Criteria for Employment Pass:
- Must have a job offer from a Singapore-based employer.
- Must hold a managerial, executive, or specialized role.
- Must earn a fixed monthly salary of at least S$5,000 (S$5,500 for those in financial services as of 2022).
- Must possess relevant educational qualifications, such as a degree, professional certifications, or specialized skills.
- Must have relevant work experience.
Personalised Employment Pass (PEP) Application
The Personalised Employment Pass (PEP) is a non-renewable pass for a select group of high-earning EP holders or overseas foreign professionals.
The PEP is intended for individuals with significantly high incomes and is subject to rigorous review standards. If you need a work pass that allows flexibility to change employers without reapplying for a visa, the PEP is ideal.
Benefits of the PEP:
Allows job changes in Singapore without needing to reapply for an entry visa, as long as you are not unemployed for more than six months.
Eligibility for PEP:
- For overseas professionals: Last drawn fixed monthly salary of at least S$18,000 (within six months before applying).
- For existing EP holders: Fixed monthly salary of at least S$12,000.
Additional Criteria:
- Must not be a freelancer planning to work without a Singapore employer.
- Must not have an EP issued under a Sponsored scheme.
- Must not be the sole shareholder, partner, proprietor, or director of any Singapore-registered company.
- Must not work as a journalist, editor, sub-editor, or producer.
To maintain the PEP:
- Must not be unemployed in Singapore for more than six months, or the pass must be canceled.
- Must earn a fixed salary of at least S$144,000 per calendar year, regardless of the number of months employed.
Overseas Networks and Expertise Pass Application
The Personalised Employment Pass (PEP) is a non-renewable pass for high-earning EP holders or select overseas professionals.
The PEP is for individuals with high incomes and undergoes strict review standards. It offers flexibility, allowing you to change employers without reapplying for a visa, as long as you are not unemployed for more than six months.
Eligibility for PEP:
- For overseas professionals: Last drawn fixed monthly salary of at least S$18,000 (within six months before applying).
- For current EP holders: Fixed monthly salary of at least S$12,000.
Additional Criteria:
- Must not be a freelancer without a Singapore employer.
- Must not have an EP from a Sponsored scheme.
